Do I need to install a vapor barrier on top of basement concrete floor?

I'm sorry but I searched and could not find info on my question. I have a below grade basement with a concrete floor. We are installing wood flooring. The contractor has suggested we install a poly vapor barrier on top the concrete, then 2 levels of plywood, then flooring on top. Does this seem correct?
