I'm going to say you could, but it depends on local regulations. The problem being potential atomization of pathogens. The safest option is subsurface irrigation by using perforated trickle pipes, and even then in certain countries to comply with regulations it should only be used for decorative shrubs and trees and not comestible crops. Some argue this is to protect water companies and their profits.

As a great way of saving money on bills, choose low temperature laundry detergent and use cold water for washing laundry - which saves a lot of money on hot water and still gets clother clean.
