I wouldn't say one is better than the other, all forms of under floor heating have pros and cons. It really depends on whether its a new build or a renovation, and how much of the floor you are going to do. For a bathroom only in a renovation for example, adding a heated floor matt is the most convenient and sensible option. But for a full house, maybe not. its all covered here in this page -
