Jay founded S.T.A.T.E. Testing in 1999 and is responsible for the unique “quality assurance” focus of the firm, and its reputation for not shying from materials engineering challenges. He is recognized as one of the most knowledgeable Material Engineers in the Chicago area. He has played a major role in the application of innovative concepts in materials engineering, most notably the advancement of “green” pavement technology. Jay coordinated the engineering involved in the demonstration use of Ground Tire Rubber (GTR) asphalt by Cook County, DuPage County and the Illinois Tollway. This effort culminated in a Public Works Magazine Top Ten Award for Cook County and the Illinois Tollway in 2007. He coordinated fractionated RAP (FRAP) research and demonstration projects with the IL Tollway and local contractors. This has allowed the IL Tollway to increase the amount of recyclable materials in their HMA pavements. Jay led the engineering effort to develop pervious HMA and PCC mixes for CDOT’s highly-acclaimed Green Alley program. Most recently, Jay coordinated the first demonstration projects introducing Warm Mix Asphalt (WMA) for CDOT and the IL Tollway.
