Is it ok to decommission infloor heating?

...concrete slab in 1998 in Alberta Canada. It has Kinec tubing although we have never had any leaks or problems. If I wanted to turn the infloor heating off (drain and disconnect) is that allowed in Alberta due to colder climate? We do have forced air heating and gas fires in the home. What heating system to use in my new detached garage/shop?
