Basement moisture barrier / Discussions

The top half of the walls have pink fibre glass insulation covered with clear plastic and a black plastic border nailed into the concrete but the bottom half of the walls are left uninsulated. I have a wood framed 2x4 wall an inch off the concrete. How should I insulate the bottom before putting up drywall? Thanks 

...moisture barrier product that seem best to leave alone to avoid mold problems developing, so how might we finish off the ceiling around the perimeter of the concrete foundation? He also painted the concrete floors with a latex floor sealer that failed and needs remediation. The paint residue is dust in places and still...
